THE DEVELOPER behind a proposed housing development at Treskerby insisted there was a need for the new homes.
Rhosnoweth Developments Ltd began talks with Cornwall Council in March 2011 and was "encouraged to pursue a proposal for affordable housing".
The company said its plans were based on an "identified" housing need of 939 rental properties and 293 shared or full ownership.
29 two-bedroom, 38 three-bedroom and 15 four plus-bedroom houses and two maisonettes for sale on the open market;
Seven two-bedroom, 23 three-bedroom and one four plus-bedroom houses for social rented housing;
Six two-bedroom, 15 three-bedroom and four four-plus bedroom units of intermediate housing.
Angela Warwick, director of situ 8 Ltd planning consultancy, which is handling the application for Rhosnoweth, said: "We have been in consultation for over a year and were aware from the public consultation event there was local opposition and amended and revised the scheme significantly in answer to issues raised. Issues such as fears of overlooking meant we redesigned dwellings to remove all first floor windows and move them further away from the boundaries.
"We confirmed there would be a buffer zone, which is an extra 5m length of garden gifted to the residents to ensure this remains in their control.
"The fear of additional surface water run-off should be allayed, as all water will be intercepted by a new highway drainage system and surface water drainage in the form of soakaways, and along all the boundaries we propose a French drain to intercept run-off at the boundary edge."
She said the company has worked with Cornwall Council to address concerns about vehicle access, also widening proposed footpaths and moving them back from the kerb.
"The proposal will improve upon the present situation, notwithstanding that we are introducing more cars onto the road, these additional measures will ensure drivers coming from the east, particularly, will be entering a very clear defined urbanised area, well before the roundabout and be slowing down accordingly.
"Those residents who say they are experiencing difficulty in exiting their estate will see an improvement as a result of this scheme. At no point have Cornwall Council's highways experts said this access point is unsuitable or will cause harm to pedestrian or highway safety."
